OUR HISTORY
Robert Naylor and Peter Breen established Naylor & Breen Builders in 1978 as hands-on managers operating small crews of 2-5 tradesmen. For their first five years the majority of work involved residential new construction and renovations. Throughout the 1980’s, riding the condominium boom opportunity in Vermont, Naylor & Breen established itself as the premier framing contractor in the mid and southern Vermont regions. The company’s work force through the remainder of the decade ranged from 20-40 field employees, annually grossing over a million dollars in labor-only framing contracts.

The end of the 1980’s also brought the end of the condominium boom and therefore the end of the need for large framing contractors. Naylor & Breen made a conscious decision at that time to diversify into general contracting. In 1992, Naylor & Breen performed its first bonded general construction project at the Neshobe Elementary School, in the company’s hometown of Brandon. This project presented the challenge of additions and renovations scheduled in and around the school calendar. The job was executed efficiently with minimal disruption for the students and staff and was turned over to the owner on schedule.
Since that first bonded project, Naylor & Breen has completed hundreds of construction contracts which have encompassed a wide variety of contract and construction types, design, mechanical and electrical systems, completion schedules and site demands. Construction types have included traditional wood frame, post and beam, log, pre-engineered steel, structural steel and masonry. These projects have included single-family residences, schools, multi-residential housing, and commercial and industrial buildings.
CONSISTENTLY MOVING FORWARD
In the last few years, Naylor & Breen’s annual volume and single project size has continued to grow under careful management. The Westview Meadows retirement community in Montpelier, VT was completed in May 2004 at a final contract value of approximately $7,200,000, and The Converse Home retirement residence in Burlington, VT was completed in November 2005 at a final contract value of approximately $6,600,000. In September of 2007 Naylor & Breen completed a contract as the Construction Manager for the Marble Works Residences of Middlebury, an $8.1 million high-end condominium project. All of these projects include major production by Naylor & Breen tradesmen. Naylor & Breen has also completed over a dozen affordable housing renovation projects. Starting in the early 1990’s Naylor & Breen has consistently completed on average one affordable housing project every year. Some of these have been new construction but many of them have been partial remodel and restoration of existing buildings. These projects have included Rutland Scattered Sites Project, Applegate Apartments, Arlington Village Housing, Converse Home, Park Village Apartments, Salmon Run Housing, and Forest Park Apartments.
Many of these projects involved working in and around occupied housing units where scheduling and on-site professionalism was of the utmost importance exemplifying our ability to communicate to the entire project team of owners, clerks, owner sub-contractors, our own forces, subcontractors and the regulating authorities. Naylor & Breen also offers partial rehabilitation experience on many other projects which are not “housing” related but do illustrate our ability to excel in partial rehabilitation projects.

Naylor & Breen utilizes software based project scheduling, submittal schedules (with dates), which correspond to the construction schedule, and RFI tracking and management. Each of our project managers and superintendents maintains exceptional lines of communication to all parties involved, resulting in a well-executed and enjoyable project.
Naylor & Breen recently completed the Salmon Run Apartment renovations in Winooski, Vermont. This general contracting project, under the direction of Champlain Housing Trust and Housing Vermont, involved extensive exterior and interior construction demolition, repair and rebuild on seven buildings containing a total of 80 residential apartments, as well as significant site work on a steep, tight, occupied property. We asked Sue Cobb, Senior Project Manager with Housing Vermont, about her experience with Naylor & Breen on this project. “Naylor & Breen did an excellent job renovating the buildings, coordinating subcontractors, providing paperwork, and proactively managing the project to minimize change orders. Tanner Romano (Project Manager) and Kerry Wetmore (Superintendent) are intelligent, flexible, respectful, and honest, and they communicated well with the design team. They are seasoned professionals with an incredible amount of practical experience and construction knowledge; their involvement and advice enabled the development team to make well informed decisions. The administrative staff at Naylor & Breen are organized, detailed and responsive. Stacy Hotte dealt with the volumes of paperwork required for Section 3 and WACTO compliance for the City of Burlington. Marcia Lertola worked with Tanner to prepare accurate payment applications and lien releases. Both were always pleasant even when handling difficult deadlines or unexpected requests from funders. The buildings and site that Naylor & Breen renovated are beautiful and have been a positive influence on the community and the tenants who live at Salmon Run. One of the most telling tests of a project is the sentiment of the team at the end of the job – we worked together for over a year, with a complicated relocation plan, tight project budget, lots of unforeseen conditions, and still, I was truly sorry to see the Salmon Run renovations end.”
